State support for public higher education mostly comes from the General Fund. The fund fluctuates, depending upon the amount of tax revenue collected by the state. Consequently, planning for higher education expansion and enhancement is difficult because the funding base is not predictable.
Ensuring a sufficient and stable source of state revenue ultimately is a matter of public policy and choice, but public higher education can and should develop a clear and defensible funding plan. This plan should include the three components of public higher education funding: state funding, student tuition and financial aid.
During the Roadmap development process, the Council will work with various education sectors to create a public higher education financing plan that addresses sustainable funding sources and defensible funding benchmarks that the Governor and Legislature can rely on when making resource allocation decisions.
